Tracy grew up in the Bay Area and spent most of her life in San Mateo County. She spent many years in the insurance industry before becoming a police officer in Foster City. She worked her way up through the ranks to the position she now holds as Chief of Police.

Tracy enjoys spending time with her family and watching her kids play sports. She is a Rotarian with the Rotary Club of Foster City and is a member of the Board of Directors of the California Police Chiefs Association.

Tracy has a Bachelor of Science in Criminal Justice Management and a Master of Arts in Security Studies (Homeland Security and Defense) from the Naval Postgraduate School.
